Requirements of Senate Bill 200: The Safety in Youth Sports Act
- The Department of Health and the Department of Education will post information on risks of head injuries and concussions on their websites.
- Students and their parents will review information regarding the risk of head injuries and concussions before participation in scholastic sports activities.
- Students showing signs of brain trauma must be taken out of a game and be evaluated by an appropriate medical professional who is trained in the management and evaluation of concussions before they return to participation – with penalties for coaches who violate this provision.
- Coaches must be trained in the risk of brain injury in scholastic sports in a program certified by the Center for Disease Control or the National Federation of State High School Associations.
National Federation Course
Use the following steps to access and complete this tutorial:
- Go to: http://nfhslearn.com/electiveDetail.aspx?courseID=15000
- You will have to register with NFHS (name, email, password, etc)
- After registration, Under Concussion in sports, Click on “order now”
- It will seem like you have to pay for the program, you will notice that the payment is $0 each time and your balance will be $0. After you complete your program, go to “my homepage” on NFHS home page and print out your Certificate.
CDC (Centers for Disease Control) Course
There is no registration process for this course
Penalties. The governing body of a school entity shall establish the following minimum penalties for a coach found in violation of the requirements:

For a first violation, suspension from coaching any athletic activity for the remainder of the season.

For a second violation, suspension from coaching any athletic activity for the remainder of the season and for the next season.

For a third violation, permanent suspension from coaching any athletic activity.
“Appropriate Medical Professional.”
- A licensed physician who is trained in the evaluation and management of concussions or a licensed or certified health care professional trained in the evaluation and management of concussions and designated by such licensed physician.
- A licensed psychologist neuropsychologically trained in the evaluation and management of concussions or who has postdoctoral training in neuropsychology and specific training in the evaluation and management of concussions.
